A Macao–Malaysia business seminar in Kuala Lumpur generated 54 cooperation agreements and nearly 120 business-matching sessions, highlighting expanding commercial links between ASEAN and China’s Guangdong–Hong Kong–Macao Greater Bay Area.
Held on 3 September 2026, the Macao Economic, Trade and Tourism Investment Promotion Seminar brought together more than 300 government officials, business representatives and industry stakeholders, according to the Macao Government Tourism Office.
The agreements cover tourism, meetings and exhibitions, artificial intelligence, traditional Chinese medicine, healthcare and Muslim-friendly services. The Kuala Lumpur event concluded Macao’s three-market promotional tour of Singapore, Indonesia and Malaysia.
54 Agreements Target Practical Cross-Border Cooperation
Rather than focusing solely on general expressions of interest, the seminar produced agreements addressing specific commercial needs. These included pharmaceutical registration and certification, regional distribution networks, multi-destination tourism products and services for Muslim travellers.
The combination of agreements and business meetings created opportunities for Malaysian and Macao companies to identify partners, assess market-entry requirements and explore joint projects.

Connecting ASEAN Businesses with the Greater Bay Area
Malaysia occupies a strategic position within ASEAN, while Macao offers access to the Greater Bay Area and closer integration with neighbouring Hengqin. This gives the relationship significance beyond bilateral trade.
Macao is positioning itself as an intermediary through which Malaysian companies can explore opportunities in mainland China. Malaysian businesses, in turn, can help Macao enterprises reach consumers and commercial partners across Southeast Asia.
Government and business representatives at the seminar identified trade, tourism, education and cultural exchange as areas with further growth potential. Existing direct flights and mutual visa-free travel arrangements also support business mobility and multi-destination visitor itineraries.

Tourism+, Healthcare and Muslim-Friendly Services in Focus
A central theme was Macao’s “Tourism+” strategy, which connects the visitor economy with healthcare, culture, events and other commercial sectors.
The seminar highlighted opportunities surrounding medical tourism and big health, including potential cooperation between Southeast Asian companies and organizations operating across Macao and Hengqin. Pharmaceutical registration, certification and distribution agreements could provide practical entry points for healthcare companies seeking cross-border expansion.
Presentations also outlined Macao’s developing private-healthcare framework. Proposed measures include a day-hospital category, a one-stop licensing system and regulatory provisions covering telemedicine, outreach services and advanced therapies.
For Malaysian companies, the combination of healthcare and tourism could support partnerships involving clinics, travel operators, insurers, pharmaceutical businesses and hospitality providers.
Muslim-friendly tourism represents another potentially important area. Malaysia’s experience in halal certification and services could complement Macao’s efforts to diversify its international visitor base and improve its appeal to travellers from Southeast Asia and other Muslim-majority markets.
Kuala Lumpur Concludes a Three-Market Business Tour
The Malaysia programme was the final stop in a Macao government and business delegation’s visit to Singapore, Indonesia and Malaysia from 29 August to 5 September. The tour involved approximately 120 delegates and promoted Macao’s business environment, tourism resources, MICE sector and connections with Hengqin, according to the Macao SAR Government and Macao Government Tourism Office.
In Singapore, the promotion programme produced 74 agreements and more than 130 business-matching sessions, as reported by the Macao SAR Government and covered previously by ChinaExpoHub.
The subsequent Indonesia seminar generated 36 agreements and 120 matching sessions, with cooperation spanning tourism, finance, technology, healthcare and trade, according to the official event report.
Across the three markets, the programme demonstrates Macao’s effort to use investment seminars, trade missions and direct company matchmaking to build stronger commercial connections between Southeast Asia, Macao, Hengqin and the wider Greater Bay Area.
